STAFF REPORT <br /> Application: Preliminary Plat of Trailside Estates <br /> Applicant: Carl&Colleen Smith <br /> Background Information: The property in question is located just north of downtown on <br /> County Road 112, with the southern parcel zoned Urban Residential and the northern parcel <br /> zoned Transition Residential. The applicant proposes to subdivide this property <br /> using Rural Conservation standards into 53 residential lots, which include 31 single family lots <br /> and 11 duplex lots(22 units). There are three outlots reserved for trail access,vegetative buffer, <br /> and drainage purposes.The plat proposes one access off of County Road 112 to the property and <br /> the applicant proposes to extend City sewer services to the plat. <br /> Applicable Statutes: Section 8.1 addresses the Rural Conservation Subdivision (RCS) <br /> standards. Those include the following: <br /> 2. Establishment of a Conservation Parcel. <br /> A. Each RCS development shall contain a contiguous Conservation Parcel <br /> comprising a minimum of 40%of the land area to be subdivided. <br /> B. The Conservation Parcel may be owned by a homeowners association, <br /> corporation,partnership,land trust,individual,or other legal entity. <br /> C. The following uses of the Conservation Parcel are permitted,subject to any land <br /> use limitations in the underlying district: <br /> 1.
