4 On the campground standards of Section 8.4 <br /> �.. 2. The City is does not enforce the standards of the Department of Health, but <br /> permitting from that agency is required to ensure that development conforms to their <br /> standards. <br /> 3. Each proposed site meets the minimum requirements of 3,000 square feet and is at <br /> least 4o-feet center-to-center to adjacent units. <br /> 4. Adjacent to each site is a strip of land for a service road. The strips of land range <br /> from 40 feet to 50 feet wide,thus meeting the minimum standard. <br /> 5. Parking is provided on each individual site. <br /> 6. Recreational facilities are provided and are addressed during the PUD portion of the <br /> review. <br /> 7. There do not appear to be any obstacles to providing adequate water supply to the <br /> property,but detailed plans have not been submitted. <br /> 8. A primary and secondary sewage treatment site has been identified. There has been <br /> no information provided as to the adequacy of this site to handle the projected flows. <br /> 9. Solid waste facilities have not been identified. <br /> 1o. Drawings submitted with the EAW show afire pit on each site. <br /> 11. Connections to the centralized wastewater treatment system have not been <br /> identified. <br /> 12. Most of the sites appear to be well-drained, although a grading plan has not been <br /> submitted or evaluated. A drainage plan has been submitted, but the plan does not <br /> include final grading to indicate what is proposed to address potential drainage <br /> problems,specifically: <br /> i. Sites 16 through M on Block 1 are in a depressed area that collects <br /> stormwater and would not be well-drained. <br /> ii. Sites 29 and 3o have a depressed area that collects stormwater and do <br /> not appear to be well-drained. <br /> iii. Sites within Block 2 take on signlf cant volumes of stormwater from <br /> adjacent sites and open spaces. <br /> 13. Four storm shelters are proposed for the site. They are to be of a design common to <br /> this type of facility,although no documentation has been submitted to demonstrate <br /> that these facilities are adequate to protect the health safety and welfare of the <br /> campground guests and residents. <br /> 4 On the Design Criteria for a Planned Unit Development <br /> 14. The proposed development contains 157 units,exceeding the minimum requirement <br /> of three units for a PUD. <br /> 15. A vegetative screening plan has been submitted. All facilities and sites are set back <br /> a minimum of fifty feet from the lot lines. The screening plan needs Planning <br /> Commission review,but the following concerns exist: <br /> i. The buffer area east of sites 1 through 12 are wooded and provide <br /> adequate screening. Significant grading is going to need to be done in <br /> this area to provide sites that are usable. It is not clear what the impact <br /> of this grading on the overall screening will be. <br /> ii. The buffer area south of sites 16 through 18 are wooded. Signifirant <br /> grading is going to need to be done in this area to provide sites that are <br /> usable. It is not clear what the impact of this grading on the overall <br /> screening of these sites will be. <br /> 16. Open space is calculated to be 5o.68% of the site. This includes the storage area, <br /> areas designated for future recreational facilities, sewage treatment areas and <br /> some miscellaneous strips of land not designated as a site. The ordinance requires <br /> 25%open space and 5o%common space. More evaluation is needed to determine if <br /> City of Pequot Lakes Staff Report 2-6 <br /> May 18,2Oo6 <br />
