PEQUOT LAKES POLICE DEPARTMENT <br /> INVESTIGATION REPORT <br /> ICR: 06000534 <br /> OFFICER: Rich Hogan #379 DATE: April 8, 2006 <br /> SUBJECT: Kevin John Nelson TIME: Approx. 2023 hrs <br /> DOB: 3/13/56 LOCATION: 31034 Spruce St, Pequot Lakes, MN <br /> ADDRESS: 31056 Spruce St, Pequot Lakes, MN CHARGES: None at this time. <br /> VICTIM(S) <br /> WITNESS(ES) <br /> SYNOPSIS <br /> On 4/8/06, at approx. 2023 hrs, I was asked by my dispatcher to call with regards to a dog <br /> complaint. While talking with her, she stated that, one of Kevin Nelson's dogs chased her son home and <br /> almost bit him. I talked with Nelson, and gave him a copy of the city dog ordnance. <br /> DETAILS OF INCIDENT: <br /> On 4/8/06, while on patrol in the city of Pequot Lakes, I was asked by my dispatcher to contact <br /> with regards to a dog complaint against her next-door neighbor, Kevin Nelson. After obtaining <br /> -hone number, I called her while fueling up my squad car. While speaking to her, she stated that she has filed <br /> any complaints with the Police Department, about Mr. Nelson's dog(s), but nothing ever seems to get done. <br /> As she continued, she stated that, tonight, her son was chased home by one of Mr. Nelson's dogs, after <br /> playing basketball with his friends and if his father had not been outside at the time to run the dog off, who <br /> knows what might have happened. After I gained some personal information from her, I assured her that <br /> would be addressing her complaint in an expedient manner, by first talking with Mr. Nelson personally. I <br /> explained to her that, I wanted to give Mr. Nelson a copy of the city dog ordnance first, before I issue any <br /> citations, this way he has been warned about the issue, and given time to study the ordnance, and correct the <br /> problem. As I further explained to her, by approaching the matter in this way, if a citation was ever issued to <br /> Mr. Nelson for violating the city dog ordnance (#164), he would not have any reason why he didn't comply, and <br /> I would have it documented that he was served a copy of the ordnance. She understood this and thanked me. <br /> After concluding my conversation with her, I went to my police office and made copies of the city dog <br /> ordnance. <br /> At approx. 2108 hrs, I arrived at the Nelson residence, and went to the side door entrance. As I was preparing <br /> to ring the doorbell, I saw a young adult male about to open the door. Two large black dogs saw me about the <br /> same time he did, and began to bark and growl at me from inside the residence. He had to force the dogs back <br /> before opening the door to talk with me (let it be noted that, I tape recorded this meeting with Mr. Nelson). <br /> Once the young man was outside, he took me to the detached garage near the ally, where Mr. Nelson was <br /> working. Nelson invited me inside the garage, but I decline, telling him I would rather speak with him outside. <br /> While outside, I told him why I was there. I explained that he needed to keep his dogs leashed up. I gave him a <br /> copy of the City of Pequot Lakes Dog Ordnance and asked him if he has ever seen it before? He told me he <br /> had not. I strongly urged him to take care of the matter in accordance to the ordnance, and that means shots <br /> for the dogs and city tags. At some point during our conversation, he told me that his neighbor's had poisoned <br /> ^ne of his dogs in the past; I stated that we had no proof in the matter.
