STAFF REPORT <br /> Application: Conditional Use Permit for the RV Resort Village at the Preserve(continuation) <br /> Applicant: Dan Helbling <br /> Background: This is a continuation from the May Planning and Zoning meeting. From a <br /> timing standpoint,this application has been frozen due to the review of the RAW. However,we <br /> are proceeding with a review so that, once the EAW is finalized, the issues will have been <br /> resolved and there will not be a delay in acting on this rroposal. <br /> The applicant owns 54 acres of property along a west side of Highway 371 a little over two <br /> miles south of downtown Pequot Lakes. A �2o unit Recreational Vehicle (RV) Resort is <br /> proposed for the site. The access to the reso ' proposed to be off of Hurtig Road The <br /> property is zoned Agriculture (AG) and falls in the Recreation Vehicle Resort Overlay <br /> District. Recreational amenities, shared facilities, fenced storage, sewage treatment and <br /> stormwater management are proposed to be provided on site. <br /> This project requires a Conditional Use Permit. The standards for approval include those for a <br /> campground, which includes the provisions of a Planned Unit Development, as well as those <br /> contained in the Overlay District. <br /> In March and May,the Staff outlined additional submittal items that were needed to complete <br /> the City's review. Many of those items have been provided. This report will serve as an update <br /> to the ongoing review process. <br /> Applicable Statutes:The Recreation Vehicle Resort Overlay District provides for Recreational <br /> Vehicle Resort developments and individual ownership of sites within such developments. <br /> Section 6.3, Subdivision 2 states that the overlay district must have a minimum lot size of 40 <br /> acres. <br /> Section 6.3, Subdivision 3 indicates that Recreational Vehicle Resort developments must meet <br /> the criteria and standards set forth in Section 8.4 Campgrounds/Campsites and Section 8.2 <br /> Planned Unit Development, unless there is a specific waiver of the requirement is waived by the <br /> Planning Commission. <br /> Other standards included in Section 6.3 include: <br /> i. Impervious Coverage. The maximum impervious coverage for properties falling within <br /> the Recreational Vehicle Resort Overlay District is 25%. Impervious coverage may be <br /> increased to 30%of the total property through the conditional use permitting process if <br /> the following is provided to and approved by the City: <br /> A. A stormwater retention plan that manages and retains water from a io-year, 24- <br /> hour storm event on the parcel. <br /> B. Direct runoff of stormwater to adjacent properties and wetlands shall be <br /> eliminated through the use of berms, infiltration ponds, swales, filtration strips, <br /> or other permanent means. <br /> 2. Density.Within the overlay district, for the development of a Recreation Vehicle Resort, <br /> there shall be no density limitation.The minimum standards for site sizing and buffering <br /> contained in Sections 8.2 and 84 shall be strictly adhered to. Final density allowed shall <br /> be based on an evaluation of the criteria in Section 8.2 and Section 8.4 and an evaluation <br /> of the ability of the site to support the proposed level of density. <br /> City of Pequot Lakes Staff Report <br /> �' June 15,2006 1-1 <br />
