Remove temporary signs, including banners, streamers, and portable signs, from Subdivision 3 as exempt signs. A temporary sign shall not exceed the height limits allowed for a permanent sign in said district,as detailed in Section 7.1,Subdivisions, The Staff recommends that temporary signs be permitted, but require no fee or a nominal fee (i.e. $20). Requiring a permit would allow Staff to more efficiently enforce the Ordinance and to track the compliancy status of individual signs. Staff removed language regarding temporary signs being allowed for special events such as grand openings and promotions as sign ordinance language, should be content-neutral to avoid any infringement on First Amendment rights. Sign ordinances should not regulate according to the message of the sign (except where allowed for Adult Uses), but rather should regulate according to the size and location of the sign itself.
