By e-mail dated February 26, 2007, the City Planner Charles Marohn circulated for comment a Settlement Outline describing the settlement terms that had been accepted by the Lakes and two Planning Commission subcommittee members. Mr. Marohn requested that I provide proposed revisions, if any,to the Settlement Terms sheet. By e-mail dated March 5, 2007, I provided written suggestions for revisions. Unfortunately, my revisions were not received in time for my proposed revisions to be included within the packet circulated to the Planning Commission Members. On March 15, 2007, I appeared before the Planning Commission to participate in the discussion of the Planning Commission's recommendation with respect to the proposed settlement. At that Planning Commission meeting, I described the few proposed revisions that I had previously provided to Mr. Marohn. (Mr. Marohn was not present at this Planning Commission meeting, although another representative of Community Growth Institute was present. She had not participated in the underlying settlement discussions and was not familiar with the specifics of these issues.)
