COMMUNITYGROWTH <br /> I N S T I T U T E <br /> MEMORANDUM <br /> Date: April 19, 2007 <br /> To: Sandy Peine <br /> Dawn Bittner <br /> Paul Sandelin <br /> Tim Houle <br /> From: Charles Marohn <br /> Cc: Mayor and City Council <br /> Planning Commission <br /> Re: Final Plat Processing <br /> Based on explicit and direct guidance from the Planning Commission at tonight's <br /> meeting, I am writing to clarify the City's policies and procedures for the processing of <br /> final plats. <br /> The Planning Commission directed the following: <br /> 1. All submittals required for a final plat are to be provided by the applicant. The <br /> City Staff is to review and provide comment on the submittals that are provided. <br /> The City Staff, in their capacity as City Officials, will not be responsible for <br /> preparing submittals. <br /> 2. Every submittal that is required for processing of a final plat is to be provided by <br /> the application deadline. The City will not accept applications for final plat that <br /> lack a complete set of submittals. <br /> By the very purpose of having a review of a "final" plat, future final plats must be <br /> approved without the need for conditions. It is the Staffs responsibility to ensure that <br /> all submittals are received before an application is accepted and that those submittals <br /> are then reviewed and issues addressed in a timely manner. <br /> The Planning Commission wants to review a complete set of staff-approved submittals <br /> as part of their preparation for the public hearing.
