STAFF REPORT <br /> Item: John Lopez,Landscape Plan <br /> Agenda Item:7(a) <br /> Background: At last month's meeting, the Planning Commission approved a Conditional Use <br /> Permit, subject to Condition Number 4 requiring a screening plan be submitted within two <br /> weeks consistent with the requirements of Section 5.8, subdivision I and shall be provided for <br /> review of the Planning Commission. Section 5.8,Subdivision I states: <br /> Screening. Screening consisting of native trees and shrubs covering a minimum of 75 percent of <br /> the area(leaf on conditions)is required in the shore impact zone,bluff impact zone and wetland <br /> setback in order to retain the scenic beauty and rural character as viewed from lakes.To obtain a <br /> construction permit in this district, a revegetation plan shall be required for existing properties <br /> that do not meet this standard. <br /> Applicants have submitted the following sketch for your review. The sketch indicates there are <br /> 17 existing large pine trees. Applicants propose to add: <br /> 1. Two Anthony Waterer Spirea shrubs, approximate mature height of 2 1/2 to 3 feet and <br /> width of 2 feet. <br /> 2. Six Fallopia Japonica Variegate Fleeceflower shrubs,approximate mature height of 4 feet <br /> and width of 3 feet. <br /> 3. Two Fragrant Sumacs,approximate mature height of 8 feet and width of 3 feet. <br /> 4. Two Emerald Honeysuckle shrubs, approximate mature height of 10 feet and width of 6 <br /> to 8 feet. <br /> 5. Two Shrub Roses. <br /> 6. Eleven Hostas. <br /> Staff Recommendation: Applicants are making a good faith effort to meet the screening <br /> standard. Staff recommends the Planning Commission accept this screening plan, but require <br /> Applicants to submit photographs taken from the lake in August, 20o8, 2oog, and 2010 <br /> documenting the increased screening as these shrubs mature. <br /> City of Pequot Lakes Staff Report 6-1 <br /> August 16,2007 <br />
