Plumbing Code, and include cleanouts at the required intervals, minimum slope, <br /> size of pipe,pipe materials,etc. <br /> The applicant has modified the sewage treatment system plans to provide for the Phase 2 <br /> treatment field to be relocated 20-feet from Lot to and io feet from the top of the bluff. <br /> 5. The applicant has not complied with all conditions and requirements of preliminary <br /> approval. Outstanding concerns from the City Attorney remain. <br /> 6. The Final Plat has been prepared in agreement with the preliminary plat. <br /> 7. The title work has been provided and is being reviewed by the City Attorney. <br /> 8. There are no required improvements and therefore no financial security is necessary. <br /> 9. An independent land surveyor has concurred that the final document meets the statutory <br /> requirements. <br /> Planning Commission Direction: Subject to appeal, the Planning Commission is the only <br /> review and approval body for final platting. <br /> The Planning Commission should develop findings to either approve or deny the final plat. In <br /> general, the Commission cannot deny a final plat unless the applicant will not or cannot meet <br /> the final platting requirements or the conditions of the preliminary plat approval. The <br /> Commission cannot impose additional conditions that do not fall directly within the guidelines <br /> of the final plat or relate directly to conditions imposed in the preliminary plat. <br /> The Commission also has the option to table the final plat to obtain additional information. <br /> Staff Recommendation: We recommend that the application be tabled so that the following <br /> information can be provided: <br /> 1. Homeowner's association documents satisfactory to the City Attorney and the <br /> Planning Commission. <br /> 2. Copies of all exhibits attached to the declarations. <br /> 3.
