W.
Pequot Lakes, MN 56472
Re: Snap Fitness
Dear Ms. Lelwica:
A Conditional Use Permit is a permitted use. This means that it is allowed under the
regulations in the Ordinance. It is a Conditional Use because there may be concerns that
arise with the use that the City and the community need to address before a permit is
issued. The Conditional Use Permit process allows the City and concerned property
owners an opportunity to identify any potential conflicts and then address them with the
applicant.
The only way a Conditional Use can be denied is if the City is able to demonstrate that
there are legitimate concerns that cannot be remedied through reasonable conditions to
the permit. That is a very high standard and while not impossible, does not seem likely
with the opening of a 24-hour fitness center within an existing building.
Ultimately, the decision is up to the Planning Commission, with an opportunity for the
applicant to appeal the decision to the City Council.
Sincerely,
Dawn Bittner
Zoning Administrator
CC: Planning Commission
City Planner
