The <br /> proposed RV Resort preliminary plat is being revised to reflect changes associated with additional <br /> land acquisition. The number of lots has increased to 168 and a clubhouse (6130 square feet) has <br /> been added with community room, warming kitchen, lounge area, exercise room, locker rooms, rest -- <br /> rooms, storage and mechanical rooms. <br /> During 2006 reviews of wastewater flows for other projects where completed. These included the <br /> CORPS campground in Crosslake and other facilities in Crow Wing County. In addition, a meeting <br /> was held with MPCA staff on how they review flow design figures with respect to the NPDES <br /> permit that is issued for facilities with flows greater than 10,000 gpd. <br /> This memo reviews the basis of design for the project's wastewater treatment system. The proposed <br /> RV resort village will contain 168 lots (5,000 square feet each) for which seasonal water and <br /> sanitary sewer service will be provided. Lot owners in the resort may occupy their site anytime <br /> during the proposed operational season of April through October. There will be no occupancy of <br /> units/lots during the winter season of November through March. It is anticipated that lots will <br /> typically be occupied from mid May through mid September. The proposed resort manager's <br /> residence will remain connected to the existing septic treatment system as this facility may be used <br /> year round and therefore must utilize an ISTS system. In addition to the 168 lots,the resort will <br /> have 4 laundry/shower/shelter buildings, a clubhouse and an office/entrance gate building. The <br /> laundry/shower/shelter buildings are 1,024 square feet in size and contain two cloths washers, mens <br /> and womens bathrooms with two showers, two sinks and two water closets each. The mens <br /> restroom will utilize one urinal in place of one of the water closets. Office/entrance building will <br /> contain a single restroom and area for coffee maker,microwave and wash sink. Club house has a <br /> community room with seating for 60 to 70 people depending on table arrangements,warming <br /> kitchen with preparation area, lounge area with seating for 35 people, office and reception rooms, <br /> exercise room and associated locker/restrooms. <br /> EPA Onsite Wastewater Treatment Systems manual (EPA/625/R-00/008) and Tennessee Valley <br /> Marina and Campground Wastewater Characterization Screening Study documents were reviewed to <br /> characterize the wastewater flows and strengths. The referenced EPA manual (Tables 3-1 and 3-2) <br /> provides data on average daily wastewater flows and water usage. Mean (average)water use per <br /> person is 70 gallons per day with a median water use of 60 gallons per day per person from these <br /> tables. These values include 8 to 9 gallons per day for leaks in plumbing, fixtures and appliances. <br /> Systems in the RV units should be fairly leak-free and the number of bedrooms/bathrooms will be <br /> similar to a smaller home. A value of 55 gallons per person per day will be used for design.
