STAFF REPORT <br /> Application: Amendment to the Conditional Use Permit for the RV Resort Village at the <br /> Preserve <br /> Applicant: Dan Helbling <br /> Agenda Item:4(a) <br /> Background: This application is essentially an amendment to a Conditional Use Permit <br /> approved on the same property in September 2oo6. The applicant has acquired the parcel that <br /> was surrounded by the previously approved resort. The development has now been redesigned <br /> to accommodate an additional 11 units and a 6,000 square foot clubhouse/community room. <br /> The applicant owns 56 acres of property along the west side of Highway 371 a little over two <br /> miles south of downtown Pequot Lakes. A 168 unit (increased from previously approved 157 <br /> unit) Recreational Vehicle (RV) Resort is proposed for the site. The access to the resort is <br /> proposed to be off of Hurtig Road. The property is zoned Agriculture (AG) and falls within the <br /> Recreation Vehicle Resort Overlay District. Recreational amenities, shared facilities, fenced <br /> storage,sewage treatment and stormwater management are proposed to be provided on site. <br /> This project requires a Conditional Use Permit. The standards for approval include those for a <br /> campground, which includes the provisions of a Planned Unit Development, as well as those <br /> contained in the Overlay District. <br /> Staff Findings: The Staff provides the following findings of fact for consideration by the <br /> Planning Commission. <br /> 1. The parcel is 56.15 acres in size and thus meets the minimum lot size requirements. <br /> On the campground standards of Section 8.4 <br /> 2. The City does not enforce the standards of the Department of Health,but permitting <br /> from that agency is required to ensure that development conforms to their standards. <br /> The City has provided a letter for the applicants to assist in obtaining a Department <br /> of Health approval. <br /> 3. Each proposed site meets the minimum requirements of 3,000 square feet and is at <br /> least 40-feet center-to-center to adjacent units. <br /> 4. Adjacent to each site is a strip of land for a service road. The strips of land range <br /> from 40 feet to 50 feet wide,thus meeting the minimum standard. <br /> 5. Parking is provided on each individual site. <br /> 6. Recreational facilities are provided and are addressed during the PUD portion of the <br /> review. <br /> 7. The applicant has submitted a detailed narration on how the development will be <br /> supplied with water. <br /> 8. The applicant has submitted a detailed narration, along with preliminary plans and <br /> schematics, indicating how wastewater flows are to be handled within this <br /> development. <br /> 9. There is a solid waste site at each shelter/laundry facility and a number of <br /> dumpsters. Waste will be collected and transferred to a landfill. <br /> 1o. Drawings submitted with the EAW show a fire pit on each site. <br /> ii. There is no planned connection to the municipal centralized wastewater treatment <br /> system.
