March 30,2007 <br /> The Honorable Mayor Cathy Malecha <br /> City of Pequot Lakes <br /> City Hall <br /> 4638 County Rd 11 <br /> Pequot Lakes,MN 56472 <br /> Mayor Malecha and City Council Members: <br /> Thank you for the opportunity to submit a proposal to you related to efforts to <br /> evaluate the future of Highway 371 in Pequot Lakes. There are many facets to this <br /> type of planning, as reflected in the broad categories put forth in the web site <br /> established for the Alternate Route Study Group: Technical and engineering,design, <br /> planning, environmental, and financial concerns are each crucial to consider. As <br /> Donjek's principal,I am pleased to submit my interest in joining the project team as <br /> consultant on tax base impact analysis. The intent of this letter is to suggest a scope of <br /> consultation, convey prospective budget expectations, and offer an inventory of <br /> background and current skills. <br /> Scope of Consultation <br /> As articulated by the Study Group,the City's priorities in the financial area focus on <br /> addressing the following questions: <br /> •What is the economic impact of an alternative route on existing businesses? <br /> •What is the economic impact of an alternative route on new business opportunities? <br /> •What impacts does an alternative route have on the tax base of the City? <br /> •What is the cost to the City compared to the benefits the City will receive from an alternate <br /> route? <br /> •What can be done to help businesses impacted by an alternate route? <br /> Broadly,these questions concern two related but distinct questions about the impact <br /> that realignment may have on property values and the net tax capacity of parcels <br /> within City limits, and the impact that a realignment may have on the customer base <br />
