As you alluded to in your email, due to the frost in the ground,there is no place for the melting snow to go, except to the lower areas. The City placed a barricade on Rickard Road due to the standing water. From our observations, the water standing on your lot and the neighbor's lot is draining from the higher portions of your lot, as well as from the neighbor's lot. will be contacting the City Engineer to have him offer his expertise and will notify you of these results. The City has documented all of your concerns. The creation of stormwater runoff to adjacent properties is not something the City takes lightly. Well,because no one listened to me when the lot next to me was first being developed and I questioned all the fill being brought in,there is now a mess that is beyond my control to deal with.-The picture I attached is when the first loads of fill were brought in,quite a bit more was hauled in after that picture. I realize that this year's circumstances are a little challenging as the frost went very deep with the lack of snow cover and the ground is very hard right now. It does not negate the fact that the lot next to me allows no drainage except onto my property. We have ditches on both sides of the road although they are not deep,but in the attached picture you can see that it has been mostly filled in allowing no drainage. It is almost 10:00 PM Tuesday night and I'm afraid to see what I will awake to in the morning or if I will be able to get out in the morning. The lot next to me is acting like a dam and I have water backing up onto my property, across my driveway and even across the road. There is no place for that water to go due to the development of that lot that I brought to your attention long before you ever went out there. I put my boots on and the water went over the top of them, it is not shallow. This situation is not only damaging to my property,but a safety hazzard as well with all the childeren in the neighborhood. If that water reaches my house or if I have damage done to my driveway,I will consult an attorney. This problem should have been dealt with long before it got to the point it did. Working in the county P&Z department,I know enough names of land use attorneys and I have enough pictures of the stages of the development of that lot that I think I would have a pretty good case. I realize there is a lot of standing water right now,but I think this is an exception to the case. It was dark when I got home this evening, my ex-husband will be taking pictures for me tomorrow when he is out and I will send those to you as well unless you care to drive out and look at the mess first hand. I'm actually uneasy about going to work tomorrow as this situation worries me a great deal. I'm short staffed tomorrow and have a seminar Thursday to prepare for that I don't have a choice to stay and keep an eye on it. I don't want the run around any more,I want someone to take some action and resolve this situation. VI A/1007
