The conditional use will not impede the normal and orderly development and <br /> improvement of surrounding vacant property for uses predominant in the <br /> area. <br /> C. The conditional requirements at public cost for public facilities and services <br /> and will not be detrimental to the economic welfare of the community. <br /> D. The conditional use will have vehicular approaches to the property which are <br /> so designed as not to create traffic congestion or an interference with traffic <br /> on surrounding public thoroughfares. <br /> E. Adequate measures have been taken to provide sufficient off-street parking <br /> and loading space to serve the proposed use. <br /> F. Adequate measures have been taken or will be taken to prevent or control <br /> offensive odor, fumes, dust, noise, and vibration, so none of these will <br /> constitute a nuisance and to control lights and signs in such a manner, that <br /> no disturbance to neighboring properties will result. <br /> G. The conditional use will not result in the destruction, loss or damage of a <br /> natural,scenic or historical feature of major significance. <br /> H. The conditional use will promote the prevention and control of pollution of <br /> the ground and surface waters including sedimentation and control of <br /> nutrients. <br /> Staff Findings:The Staff provides the following findings of fact for consideration: <br /> 1. The applicant is proposing to make the quilts and keep all materials inside an 864 <br /> square foot accessory building. <br /> 2. The applicant will maintain a residence on the property. The quilt shop will be <br /> incidental to the use of the property for residential purposes. <br /> 3. The applicant is proposing to use the entire accessory structure for the quilt shop. <br /> 4. The proposed hours of operation are from io a.m. to 5 p.m. Monday through <br /> Saturday and some Sundays.The proposed business will not require any on street <br /> parking. <br /> 5. The applicant is proposing to have one employee. <br /> 6. The applicant has stated the quilts will be made onsite in the quilt shop. The <br /> supplies used to make the quilts are from a distributor out of Minneapolis. <br /> Supplies to make the quilts will be sold from the premises. <br /> 7. No articles for sale will be visible from the street. <br /> 8. The activities that will be conducted do not cause noise, vibration, smoke, dust, <br /> fumes or litter. <br /> 9. The applicant is proposing approximately two parking spaces on the premises. <br /> io. The proposed activities do not endanger the health and safety of the residents. <br /> The applicants are not proposing any mechanical or electrical equipment on the <br /> property. <br /> ii. Type III home occupations are allowed by a Conditional Use Permit in the <br /> Shoreline Residential zoning district. <br /> 12. The Comprehensive Plan does not specifically address home occupations but this <br /> proposed quilt shop would help build on community character as the applicant <br /> will continue their community project"Quilts for Kids." <br /> 13.
