COMMUNITYGROWTH 01 of <br /> I N 8 T 1 T U T E PequOt <br /> Experts in Small Tern Plannttrg <br /> 8(a)Shoreland Conservation Design <br /> The City is currently considering implementing alternative standards for the subdivision <br /> of shoreland areas of the City by applying revised conservation subdivision and planned <br /> unit development standards prescribed by the Minnesota Alternative Shoreland <br /> Management Standards. <br /> To facilitate discussion on the implementation of these standards, Staff is providing the <br /> Commission with a revised Planned Unit Development standards which incorporate the <br /> Minnesota Alternative Shoreland Management Standards. <br /> At the June Planning Commission meeting,Staff was directed to: <br /> ➢ Identify how PUD's would be applied to shoreline properties. <br /> ➢ Remove from 3C those classifications which are not within the City of Pequot <br /> Lakes. <br /> ➢ Ensure that provisions on shoreline recreation facilities in 3H are clearly stated. <br /> Staff will be making a presentation on the first item at the July meeting. Changes on the <br /> second two items are incorporated into the following. <br /> When reviewing this information, it is important to consider the desired effect of any <br /> new regulation being considered by the City, as well as the relevancy, connection or <br /> nexus of the regulation to the desired effect. While reviewing this information, Staff also <br /> encourages members of the Commission to reference the City's current Planned Unit <br /> Development standards which language is indicated by strikethrough (el e),but has <br /> been included for reference. <br /> Section 17-8.2 CONSERVATION SUBDIVISION AND PLANNED UNIT <br /> DEVELOPMENTS. <br /> 1. General. <br /> A. Conservation Subdivision and Planned Unit Development(P.U.D.) <br /> requires the assistance of professional planning and usually <br /> involves the approval of multiple agencies or other governmental <br /> bodies. Where circumstances are favorable, Conservation <br /> Subdivision and P.U.D.'s provide more latitude in land use than <br /> normal development to allow for planning, clustering facilities, <br /> consolidating green spaces and internal recreation amenities. <br /> While densities higher than normal are often allowed, they must <br /> be justified by the preservation and consolidation of green space, <br /> increased screening and landscaping, increased recreational <br /> amenities and other significant improvements and design features <br /> beneficial to the residents,neighbors and the general public. <br /> B. Mixed use P.U.D. where appropriate, may be allowed provided the <br /> use not normally allowed in the zoning district does not exceed <br /> 35%of the building floor area. <br /> Pequot Lakes Staff Report 8(a)-1 <br /> July 17,20o8 <br />
