b. Stormwater management The stormwater management plan should be designed to <br /> handle a 100 year rain event(4 inches of rain in 24 hours). It must be adequately designed to <br /> prevent run off from reaching the lake. At present,the boat ramp is of concern because its <br /> design allows run off to flow unimpeded into the lake. <br /> c. Covenants The covenant language dealing with the rental of these privately owned units <br /> must be very carefully written to ensure the units are indeed commercial rentals. Without this <br /> the units may evolve into residential use,thus giving owners special privileges denied to other <br /> City lake property owners(i.e.residential property usage in an area granted commercial density <br /> of dwellings). The City will have a very difficult time should it ever have to enforce the rental <br /> agreements(reference Nisswa and Interlachen on Gull),but with carefully crafted covenant <br /> language this task will be somewhat easier should the City have to undertake it. <br /> d. Screening There should be adequate screening of the units along the east shoreline to <br /> reduce their visibility from the lake. Screening between the resort and the private property to <br /> the west should also be established. <br /> e. Steep slope Units#28-31 should be set back from the steep slope and should not be <br /> allowed to be walkouts. This will both reduce their visibility from the lake and reduce potential <br /> erosion and run off toward the lake. <br /> f. Shoreline access Access to the east shoreline of the PUD should be restricted to areas that <br /> are NOT steep slopes or bluffs. Access should also be consolidated, serving"clusters°of <br /> units, not individual units. <br /> g. Clustering of units The units should be truly clustered, not spread out in a line along the <br /> shoreline. <br /> h. Septic system CLA assumes the Planning Commission will ensure that this meets all state <br /> standards. <br /> i. Accessory structures Since this is a commercial PUD, no accessory structures of any type <br /> should be allowed for any unit. <br /> j. On site visit If the current members of the Planning Commission have not conducted an on <br /> site visit of this property in no snow cover conditions,this application should be tabled until <br /> such an on site can be conducted. <br /> k. Clearing of vegetation There should be no clearing of live vegetation on any steep slope <br /> or bluff. <br /> I.
