are zoned a mix of Forest Management, Agriculture, Rural Residential, Light <br /> Industrial and Commercial. <br /> 4. The subject property meets the purpose and intent of the Forest Management, <br /> Agriculture and Rural Residential zones which is to protect the natural <br /> environment and preserve undeveloped areas;to preserve family farms and small- <br /> scale agricultural uses; and to preserve rural character, respectively. <br /> 5. The properties meet the minimum lot size requirements for each of the zoning <br /> districts, (10 acres for the Forest Management zone, 20 acres for the Agriculture <br /> zone and 5 acres for Rural Residential district). The total area of the subject <br /> property is approximately 119 acres, with the proposed Forest Management <br /> property being roughly 40 acres, the proposed Agriculture properties are at least <br /> 20 acres, and Rural Residential property being at least 5 acres in size. <br /> 6. The property meets the minimum lot width standard for each of the zoning <br /> districts (300 feet for the Forest Management zone, 500 feet for the Agriculture <br /> zone and 200 feet for Rural Residential district), with all properties having at least <br /> 200 feet of width. <br /> All members voted"aye". Motion carried. <br /> APPLICANT: City of Pequot Lakes <br /> Applicant requests to Rezone from Light Industrial to Urban Residential. Donald <br /> Babinski and American Enterprises of Pequot lakes, Ltd., property owners. Parcel <br /> Identification Numbers 290151300HBA009,290151300HY0009, and <br /> 290154200A00009. <br /> Donald Babinski was present. A memo dated September 21, 2006 had been received <br /> from Donald Babinski and is attached hereto and made a part of these Minutes. Mr. <br /> Marohn explained the Staff Report. When asked, Mr. Babinski stated that he has a <br /> 175,000 sq. ft. building that he is using as a warehouse. He plans to use it for <br /> manufacturing in the future. The Planning Commission stated that certain uses are non- <br /> compatible in the Light Industrial zone next to Urban Residential. Warehousing is <br /> allowed in Light Industrial. There is Commercial Zoning on each side of the skinny, road <br /> parcel. Mr. Babinski stated that he received a permit 2 years ago to manufacture modular <br /> homes. Manufacturing would need to be in a Light Industrial zone. <br /> A motion was made by Tom Adams, seconded by Scott Pederson,to recommend Parcel <br /> Numbers 290151300HY0009 and 29015420OA000009 be rezoned to Light Industrial and <br /> Parcel Number 290151300HBA009 be rezoned to Downtown Mixed Use, based on the <br /> following Findings of Fact: <br /> 1. The proposed rezoning to Downtown Mixed Use meets the compatibility <br /> requirements for the zone as the surrounding parcels are zoned Downtown Mixed <br /> Use. The proposed rezoning to Light Industrial is consistent with the current <br /> zoning and use. <br /> 2. The property meets the minimum lot size requirement for the Light Industrial and <br /> Downtown Mixed Use. <br /> Motion carried 5 — 1.
