Wing County has recommended improvements to County Road 168 to <br /> accommodate the increased traffic. Mn/DOT has suggested potential <br /> improvements and additional study on cumulative impacts. Mn/DOT's <br /> concerns will be addressed through conditions included with this permit. <br /> 39. Parking areas are provided on each site adequate to accommodate a secondary <br /> vehicle and a guest vehicle for each site. Additional parking is available at the <br /> laundry facilities. <br /> 40. The proposed development will not create any ongoing odors, fumes, dust, <br /> vibrations, or other similar nuisance, although there will be brief periods of <br /> such nuisances during the construction process. <br /> 41. Ongoing issues with noise have been addressed within the EAW process. The <br /> issue of lighting has been addressed. <br /> 42. There has been no proposed signage, although it is anticipated that there will <br /> be signs associated with the resort. <br /> 43. There are three known occurrences of the Blanding's turtle (state listed rare <br /> species), two occurrences of the bald eagle, and one record of the least darter <br /> (state listed special concern species) near this site. The project may affect the <br /> Blanding's turtle, but is not expected to affect the bald eagle or least darter. <br /> Steps are proposed in the EAW to mitigate potential impacts to the Blanding's <br /> turtle. There are no other natural, scenic or historic features identified on the <br /> property. <br /> 44. A preliminary stormwater management plan has been submitted. The EAW <br /> indicates that stormwater permitting from the MPCA is to be complete prior to <br /> final subdivision approval. <br /> 4 On the Overlay Zoning Requirements <br /> 45. The proposed impervious coverage is 20.9%. This is less than the 25% <br /> allowed in the overlay zoning requirements. Each site is provided with an <br /> average of 1,500 square feet of impervious coverage. Conditions included <br /> with this permit will be adequate to regulate impervious coverage over the <br /> long-term: <br /> 46. The minimum sizing requirements for the individual sites has been adhered to. <br /> The buffering requirements, with the vegetation enhancements as proposed, <br /> have been adhered to. <br /> 47. The site can support the proposed density as presented. This is verified <br /> through the detailed construction plans that have been submitted. <br /> 48. The applicant has indicated that they are establishing an association to which <br /> membership will be mandatory. <br /> subject to the following conditions: <br /> 1. The submitted plans shall be constructed as presented. Any alterations shall <br /> be discussed with Zoning Staff prior to construction.
