MINUTES <br /> PEQUOT LAKES PLANNING COMMISSION <br /> REGULAR MEETING <br /> AUGUST 17,2006 <br /> PRESENT: Bill Habein, Dean Williams, Tom Adams, Tom Woog, Roger Varilek, Scott <br /> Pederson and John Derksen. ABSENT: Mark Hallan. <br /> CITY PLANNER: Charles Marohn, PE. <br /> ZONING ADMINISTRATOR: Dawn Bittner. <br /> COUNCIL LIAISON: Mary Pfeiffer. <br /> The meeting was called to order by Chairman Woog at 6:37 p.m. <br /> Mr. Woog explained he would like to change the order of the Public Hearings. He would <br /> like to move the Public Hearings for the Rezoning from Medium Density Residential to <br /> Downtown Mixed Use, City of Pequot Lakes, applicant, and the Rezoning from Wooded <br /> Residential to Commercial, City of Pequot Lakes, applicant,up on the agenda to right <br /> after the public hearing for the Preliminary Plat for the RV Resort Village at the Preserve, <br /> Dan Helbling, applicant. This was done due to the large number of citizens in attendance <br /> for those two Public Hearings. <br /> Review of EAW for the RV Resort Village <br /> Mr. Marohn explained the Staff Report. He informed the Commission that there had <br /> been a meeting with MnDOT, 2 members of the Planning Commission, City Staff,the <br /> Project Proposer and his representatives, and himself where the traffic study was <br /> discussed. MnDOT agreed to do a traffic count the following week. Mr. Williams stated <br /> that there were 3 questions asked at the last meeting,why this was tabled: <br /> 1. Could an EIS be done on a traffic study only? Answer: Yes. <br /> 2. Timeline to get an answer from MnDOT? Answer: Time line would be <br /> preparation time for a technical analysis. <br /> 3. What improvements would MnDOT recommend? Answer: Turn lanes are <br /> warranted at this intersection. Dozens of other intersections also warrant turn <br /> lanes. This intersection does not meet the threshold for a signal. <br /> Tim Moore, WSN, Project Manager, stated that the traffic count has been done by <br /> MnDOT. Turn lane safety and timeline for construction was discussed, as well as how it <br /> would be paid for.
