PEQUOT LAKES
PLANNING AND ZONING COMMISSION
JOINT MEETING
WITH
PARK BOARD
FEBRUARY 16,2006
MINUTES
PRESENT: Planning Commission: Bill Habein, Dean Williams, Roger Varilek, Scott
Pederson and Mark Hallan(5:55). Park Board: Trudy Jurchen, Faye Tweed, Del
Anderson, Cathy Malecha, Melissa Samuelson and Brian Koslofsky.
Charles Marohn, City Planner, called the meeting to order at 5:38 p.m.
Mr. Marohn explained the new Land Use and Subdivision Ordinance and the Park Board
requirement, as well as Park Dedication Fee vs. land donation. The Park Board will
receive copies of the Preliminary Plats at their regular monthly meetings, one week prior
to the Planning Commission receiving copies. The Park Board then can give their
recommendation to the Planning Commission whether to accept the Park Dedication Fee
or land, or even suggest rearranging the plat. The Park Dedication Fee is part of the Final
Plat. The platting process, from Preliminary Plat to Final Plat, will take a minimum of
three months.
The Park Board would need to decide whether or not it would make more sense to have
land rather than money. Land can be traded(has value). The City can also ask for land
\.. near a development.
Some criteria to consider:
1. Density and location.
2. Preservation of green space, not necessarily ball fields and swings.
3. Trails.
4. Wildlife.
The Mayor reported that the Council passed a Resolution to support the transfer of the
DNR Fire Tower property to the City. In addition, Carl Boberg has indicated he is
interested in placing his property, 120 acres directly north of the Fire Tower, in a
conservation easement.
A liaison from the Park Board to the Planning Commission was suggested to facilitate
on-going communication between the two boards.
Potlatch properties were discussed. The Comprehensive Plan lists these properties as
recreation property. The Park Board should also look at tax forfeited land.
Respectfully submitted,
Dawn Bittner
Zoning Administrator
