MINUTES <br /> PLANNING AND ZONING COMMISSION <br /> REGULAR MEETING <br /> JANUARY 19, 2006 <br /> PRESENT: Bill Habein, Dean Williams, Tom Adams, Tom Woog, Mark Hallan, Scott <br /> Pederson and John Derksen. ABSENT: Roger Varilek. <br /> CITY PLANNER: Charles Marohn, PE. <br /> ZONING ADMINISTRATOR: Dawn Bittner. <br /> CITY COUNCIL LIAISON: Mary Pfeiffer. <br /> The meeting was called to order by Chairman Woog at 6:37 p.m. <br /> APPOINT CHAIR AND VICE-CHAIR: <br /> A motion was made by John Derksen, seconded by Bill Habein, to retain Tom Woog as <br /> Chair and Tom Adams as Vice-Chair. All members voted"aye". Motion carried. <br /> APPLICANT: Corky Smith. <br /> Applicant requests Preliminary Plat of Trailside Estates. <br /> Mr. Marohn explained the Staff Report. Patrick Trottier of Landecker and Assoc. <br /> represented applicant. He explained that the bottom 100' feet is zoned Urban Residential <br /> and the remainder of the plat is zoned Transition Residential. A PUD in the UR zone <br /> would allow 30 units and a RCD in the TR would allow 27 units for a total of 57 units. <br /> This plan was described as a"hybrid"approach. The 57 units would be allowed by the <br /> Ordinance, although there are 63 proposed units on the preliminary plat. Lots 20—22 do <br /> not lay with the land. Purchasing an additional 100' south from Mr. Hemmerich was <br /> discussed. <br /> Two options were discussed: <br /> 1. Total parcel—add density in each zone and spread over entire parcel. <br /> 2. Confine density to each zone. <br /> Mr. Trottier stated that Mr. Smith may look at cluster ISTS rather than City sewer/water <br /> due to the new fees. Cluster systems are not allowed in the UR. <br /> Rural Conservation Designs require 40%open space. This plat indicates 25.6%. <br /> Planning Commission 1 <br /> January 19, 2006 <br />
