Section 3. Persons per Household. The City of Pequot Lakes will review Section 9.10 of <br /> the Land Use Ordinance on an annual basis at the beginning of each calendar year to <br /> update the Persons per Household Value. The City will use the most updated value <br /> provided by either the U.S. Census Bureau or the Minnesota State Demographer's Office. <br /> Section 4. Per Resident Fee. The Per Resident Fee is calculated by using the following <br /> formula: <br /> [ULV] X [Share] =Per Resident Fee <br /> Where: <br /> [ULV] = The value of all undeveloped land within the City <br /> [Share] = The per capita share of parkland, which is equal to the City's total <br /> parkland goal (16 acres per 1000 residents) <br /> The City of Pequot Lakes will review Section 9.10 of the Land Use Ordinance on an <br /> annual basis at the beginning of each calendar year to update the Per Resident Fee. The <br /> City will use the most updated Undeveloped Land Values as provided by the Crow Wing <br /> County Assessor's Office. <br /> Staff was directed to change the acreage from 15 acres to 16 acres. All members voted <br /> "aye". Motion carried. <br /> Development District Modification: <br /> Sheila Haverkamp, Brainerd Lakes Area Development Corporation (BLADC), explained <br /> that the City's bonding attorney, Briggs and Morgan, has advised BLADC that the City <br /> needs to consult with the Planning Commission to expand the Tax Increment Financing <br /> area to be coterminous with city boundaries. The existing TIF request is located in an <br /> existing district. The Planning Commission stated that they are not against expanding the <br /> TIF district, but were concerned there were areas where it didn't make sense to do so. <br /> Mr. Woog explained that the Planning Commission looks at things through the Ordinance <br /> and the Comprehensive Plan. The Planning Commission will need to look at the <br /> Comprehensive Plan and the Future Land Use Map before making a decision on where <br /> TIF should be made available. Mrs. Haverkamp stated that TIF is highly regulated and <br /> each request must be approved. <br /> Councilman Nagel stated that he is troubled with the tenor of discussion. The Planning <br /> Commission needs to maintain some balance between the "green" of the old Sibley <br /> Township and people exploring Pequot Lakes to expand business and be receptive to <br /> growth. TIF is helpful to create jobs. He cautioned against sending a message that the <br /> Planning Commission is against growth. <br /> Planning Commission Minutes 6 <br /> July 19, 2007 <br />
