MINUTES <br /> JOINT WORK SESSION <br /> PEQUOT LAKES CITY COUNCIL <br /> AND <br /> PLANNING COMMISSION <br /> JULY 19,2007 <br /> PRESENT: Mayor Malecha, Councilmen Nagel, Ryan, and Sjoblad; Planning <br /> Commission Members Woog,Adams, Habein, Williams and Derksen. ABSENT: <br /> Councilman Oraskovich and Commission Members Hallan, Pederson and Varilek. <br /> CITY STAFF: Mike Loven, Street Superintendent; Tim Houle and Mike Rude, City <br /> Engineers; Sandy Peine, City Clerk; Tim Schmidt, Community Growth Institute, City <br /> Planner; and Dawn Bittner, Zoning Administrator. <br /> MINNESOTA DEPARTMENT OF TRANSPORTATION: Timothy Bray, Project <br /> Manager. <br /> The meeting was called to order by Tom Woog, Commission Chair. <br /> Public Comment Period#1: Mr. Woog stated that Public Comment would be held at <br /> the end of tonight's meeting. <br /> Mn/DOT (SEH Traffic Analysis)—Timothy Bray,Project Manager <br /> ➢ How will traffic patterns, both in the downtown core and outside, be impacted by <br /> the construction of an alternate route? <br /> Mr. Bray explained that the earthwork between the connections of the alternate route <br /> would be done with uninterrupted travel. When making the connections at CSAH 11 or <br /> TH 371, there would be detours and they ensure a traffic route to businesses. There was <br /> an origin destination study completed during the initial EIS that revealed about 50150. <br /> With the alternate route, there would be decreased traffic on current alignment. The first <br /> phase of construction is from Nisswa to County Road 16. <br /> Mr. Bray and Mr. Woog presented the new map. This map indicates 3 connection points, <br /> not 4, with the southern connection in the vicinity of County Roads 107 and 168. The <br /> Canniff family, who own the 40 acres west of the Fire Tower, had questions regarding <br /> the alternate route and their property. Roundabouts are an option for the connection <br /> points at the south end and at County Road 11. County Road 112 does not meet the <br /> warrants for one. The Paul Bunyan Trail and the highway would be grade separated, not <br /> at grade.
