MINUTES <br /> JOINT WORK SESSION <br /> PEQUOT LAKES CITY COUNCIL <br /> AND <br /> PLANNING COMMISSION <br /> JUNE 21,2007 <br /> PRESENT: Mayor Malecha, Councilmen Nagel, Sjoblad and Oraskovich; Planning <br /> Commission Members Woog, Adams, Pederson, Williams, Habein and Derksen. <br /> ABSENT: Councilman Ryan, Commission Members Hallan and Varilek. <br /> CITY STAFF: Tim Houle, City Engineer; Mike Loven, Street Superintendent; Sandy <br /> Peine, City Clerk; Charles Marohn, City Planner; and Dawn Bittner, Zoning <br /> Administrator. <br /> MINNESOTA DEPARTMENT OF TRANSPORTATION: Tim Bray out of town. <br /> Approval of Minutes: <br /> Page 6, correct hook-up fees in two places. A motion was made by Dave Sjoblad, <br /> seconded by Jim Oraskovich, to approve the Minutes, as corrected. All members voted <br /> "aye". Motion carried. <br /> Public Comment Period#1: None <br /> Donjek,Jon Commers: <br /> The questions to be answered were: <br /> ➢ What is the economic impact of an alternative route on existing businesses? <br /> ➢ What is the economic impact of an alternative route on new business <br /> opportunities? <br /> ➢ What impacts does an alternative route have on the tax base of the City? <br /> Mr. Commers presented a Power Point presentation. A copy of the presentation and <br /> financial analysis is made a part of these Minutes. He stated that there are certain <br /> businesses that do rely on traffic volumes. The alternate alignment would be a positive <br /> for development of the City. Assuming that 25% of the parcels adjacent to the alternate <br /> alignment would be converted to commercial/industrial zoning, the tax capacity would <br /> increase. Local commercial and light industrial would see a significant rate of growth. <br /> Businesses that are dependent on traffic counts could see flat or potentially modest <br /> negative impact. Specialty retail wouldn't be negatively impacted. <br /> School enrollment was used to gauge population increases. Open enrollment has <br /> increased also.
