1. How does the City's zoning impact the alternate route? <br /> The current zoning facilitates construction of an alternate route. Rural Residential is <br /> compatible with the corridor. <br /> 2. How does an alternate route impact the City's zoning? <br /> Commercial Transition, as stated in the handout, should state Commercial. It is highway <br /> oriented,not a downtown area. <br /> 3. To what extent is an alternative route consistent or not consistent with the <br /> Comprehensive Plan? <br /> The Comprehensive Plan should be looked at every 5 years. No statements,policies or <br /> strategies contradict or make the alternate route impossible. The alternate route <br /> comments were thought to have been removed from the Comprehensive Plan and put in <br /> an appendix,but the alternate route is still referenced in the Plan. Nothing in the Plan <br /> needs urgent amendment. The natural progression of a 5-year cycle should be adequate. <br /> 4. What changes to the Downtown Plan will be necessary due to an alternate route? <br /> Mr. Ryan recommended not discussing the Downtown Plan as it has not been adopted. It <br /> was suggested that the group discuss this now to open it up for comments and to look at a <br /> possible loop,parking, etc. The cost to the City for either route was discussed. The <br /> problems with the Downtown area remain with either route. <br /> Mr. Marohn was asked if it were possible to create a 3-D board plan,with cars, etc, to <br /> help visualize changes from the existing downtown area of the City up to the proposed <br /> alternate route. One-way streets could force traffic past additional businesses. <br /> Mr. Bray stated that the DOT has had a resurgence of interest in roundabouts. Any <br /> intersection not currently built will be looked at to see if a roundabout is a good fit. <br /> Newer technologies are being used by MnDOT. <br /> OPEN FORUM: <br /> David Kennedy, PLADO President,had a number of items highlighted on his handout to <br /> discuss. Due to the lack of time, Mr. Kennedy was asked to put his comments in writing <br /> and submit them to the website. <br /> COUNCIL MOTION TO APPROVE PAYMENT OF BILLS IN MARCH: <br /> A motion was made by Jim Oraskovich, seconded by Craig Nagel,to authorize the City <br /> Clerk to pay the bills due in March, with approval at the next City Council Meeting. <br /> Motion Carried: 3 Ayes— 1 Nay. <br /> Councilman Ryan voted"nay". He stated this is setting a poor precedent.
