Mark Jurchen: If only 1 CUP application has been denied, what is the percentage of
applications in the CUP process? Mr. Marohn explained that Staff did not have that
information available at this meeting. We permit structures. Not many structures have
been constructed in this DMU zone. Mr. Jurchen asked if the CUP on tonight's agenda is
this type. Mr. Marohn explained that the CUP hearing tonight is a Home Occupation in a
residential neighborhood. Exclusionary is very attractive. There will always be an
exception to the rule.
Tom Ryan: Commended the Planning Commission for addressing this process. It is
more efficient and the objective is great. All commercial venues should be on an equal
playing field. This is a good start; everyone has things they want to do.
Bernice Rohde, Lakes State Bank: If CUP;s were approved with only neighbors making
recommendations, there could be problems if new owners of neighboring properties
disagreed with the past recommendations.
The Ordinance addresses the criteria, not the neighbors
Mark Jurchen: When using an exclusionary process, it is important that you take a
thorough look and clearly define the uses.
What should be on the list: slaughter house, adult uses, and light industrial uses to start
with.
Big box stores, chain stores, put them on excluded list?
Bernice Rohde: Why would you not let the community grow? If those stores come in,
they are good for the community. Bernice would say yes.
Some small town feel might be lost with the big box stores. Some of the local stores may
be put out of business.
There is nothing in the ordinance addressing franchise stores.
Jean Harum,Northern Treasures: Who will get a copy of the list? They are not Chamber
members. How will the list get out? Information is distributed in many ways: email,
newspaper, notices in the Echo, and we meet the same time every month, the P
Thursday. The week before the information for the upcoming meeting is available at
City Hall. The list could be made available to property owners in the DMU and
commercial property owners. Commercial property owners also? No, just the DMU
area. We are trying to be more proactive. Mailing might be more expensive but we need
to notify as many people as possible.
The Planning Commission pointed out that we should not try to include or exclude
certain types of businesses because we maybe already have them.
Minutes 3
Planning Commission
September 18, 2008
