MINUTES <br /> PEQUOT LAKES PLANNING COMMISSION <br /> REGULAR MEETING <br /> SEPTEMBER 18,2008 <br /> PRESENT: Bill Habein, Tom Adams, Mark Hallan, Scott Pederson, Dean Williams, <br /> Tom Woog and John Derksen. ABSEBT: Mary Peterson. <br /> CITY PLANNER: Charles Marohn,PE. <br /> ZONING ADMINISTRATOR: Dawn Bittner. <br /> COUNCIL LIAISONS: Craig Nagel and Cathy Malecha. <br /> The meeting was called to order by Chairman Woog at 6:33 p.m. <br /> APPLICANT: City of Pequot Lakes <br /> Applicant is soliciting comments on uses in the DMU Zone. <br /> Mr. Marohn explained the history of the City and Sibley Township and the combining of <br /> their ordinances, as well as the Staff Report. <br /> There could be a list of uses specifically allowed or specifically not allowed. What uses <br /> should be on the excluded list? The CUP process allows the City to take a look at a <br /> proposed use, and to approve with conditions. <br /> David Kennedy, 27142 Loon Point: How is this different from what we had when there <br /> were allowed, permitted and excluded uses? Mr. Marohn explained that the former list <br /> had specific excluded uses, a few allowed and the rest required a CUP. Everything <br /> would be allowed except those that fit the criteria for a CUP. <br /> Michelle Lelwica: Rather than reinventing the wheel, could we look at other cities and <br /> what they do? Mr. Marohn stated that he has written ordinances for approximately 20 <br /> cities and all have a variation of our type of zoning. This would not be citywide, but just <br /> in this downtown area. <br /> Ruth Ann Hanson, Chamber: Why is this discussion not citywide, just this downtown <br /> area? Mr. Marohn explained that most of the City is zoned Agriculture and Residential. <br /> In a residential zone we don't have these types of requests. The downtown area is where <br /> the friction occurs. There is a strong desire here to deal with the issue of government <br /> regulation, the process and how that would work with businesses.
