A motion was made by Dean Williams, seconded by Bill Habein,to approve the Minutes <br /> �.- as read. All members voted"aye". Motion carried. <br /> ZONING ADMINISTRATOR'S REPORT: <br /> Staff pointed out the 6 permits issued and the 15 letters sent or received. <br /> The Planning Commission stated the letters for Rob Van Valkenburg were nice. <br /> The following Potential Violation/Enforcement Actions were discussed: <br /> 1. Thomas Link—The Link's are obtaining estimates to move the garage. <br /> 2. Wilderness Resort Villas—Cease &Desist issued last year and Staff has <br /> confirmed a unit constructed without a permit. Staff received a letter today from <br /> Mr. Steffens requesting the Cease &Desist be rescinded. There has been a lack <br /> of progress with the beach violation. It is no where near completion. Staff is <br /> seeking guidance and direction to proceed. There has been clearing within the <br /> designated no clear zones;pictures document a significant amount of clearing. <br /> Mr. Steffens has indicated he will be at our November meeting. We need to <br /> document what needs to be completed. He has asked that Cease &Desist be <br /> lifted. The enforcement teeth were no permit issuance until resolution. Beach <br /> issue needed to be fixed before any construction permits issued. Restoration has <br /> been discussed previously; Mr. Steffens now wants to discuss it again. This has <br /> not been taken seriously. He could be in violation of his CUP, affecting the <br /> operation as a resort. Staff directed to document requirements in a letter. Remind <br /> him of Cease & Desist, ordinance violation with illegal beach,violation of CUP, <br /> in jeopardy of losing the resort operation, and it would have behoove him to fix <br /> the beach. He was engaging a landscape architect. He needs to get the plan done. <br /> He needs to apply for an After the Fact permit, fine of 5 times the fee or remove <br /> it. Resolve the After the Fact permit, the fee and clearing. List the date of Cease <br /> &Desist issuance. List what was included in Cease & Desist violation,the <br /> structure without a permit, clearing, spell out what a Cease &Desist is, and this <br /> could jeopardize his CUP and quote the ordinance. List the remedies. The <br /> Planning Commission has no latitude to deviate from ordinance. <br /> 3. Darrell Lake—Staff met with Mr. Lake and he agreed to plant 3 trees between the <br /> house and the lake. There was a lock box on the front door and Staff verified the <br /> property is listed for sale. Staff was directed to notify the realtor of the agreement <br /> to maintain the trees, etc. <br /> 4. Kevin and Noelle Sheehan—Staff directed to contact them regarding removal of <br /> concrete steps. <br /> 5. Car Wash Trailer—the trailer has been removed. <br /> 6.
