Now they are going under the Highway <br /> to the east. Tim Houle, City Engineer, explained the connection to the north and the <br /> concern for that route. Going to the east is a win for the City. Mr. Williams asked if a <br /> stormwater hookup could be done to the east. Mr. Houle stated the sanitary sewer is <br /> being pumped from a lift station. He has not looked at a stormwater lift station and is not <br /> recommending that to the City. <br /> Mr. Williams stated that if 2 or more lots are created they have to go through the platting <br /> process. The remnant south of the DNR building meets the requirements for a stand <br /> alone lot. Mr. Marohn stated the cleanest way would be to plat it as a separate lot. The <br /> location of the road is not advantageous for properties to the north or south. Mr. Tucci <br /> stated a 22 foot wide road with thickness to meet the standards is proposed. If the City <br /> elects to take it over in the future an easement would be provided. <br /> Joe Ryan stated his understanding of Condition No. 10 is a connection to Olson Street. <br /> Their intent for that is to be a walkway and bikeway. They never had the ability to put in <br /> a public roadway. He would commit to doing that in 18 months to allow Pollnows <br /> enjoyment and then put in a 22 foot roadway to the south. They are right at the edge of <br /> impervious coverage. <br /> Mr. Marohn asked for clarification that this would be completed in 18 months. Mr. Tucci <br /> stated the Pollnows have a lease. They can stay in the dwelling for 12 months then <br /> Oppidan will provide notice to vacate in 6 months. Mr. Marohn then stated that at that <br /> point the impervious coverage that exists now would be removed and replaced with <br /> impervious coverage that would provide a road access. <br /> Mr. Hallan stated that the impervious coverage would increase 2.8%with the driveway. <br /> Earl Hemmerich, Chairman of the Trustees at Gloria Dei Church, explained the history of <br /> Olson Street, its configuration and vacation by the City to Mr. Babinski. <br /> Curt Johnson—There had been a comment earlier regarding the School Board. To the <br /> best of his knowledge this has never been addressed by the School Board. He would <br /> argue they would like to have a street, sidewalk and lights and if a walking path,take care <br /> of security measures. There should also be maintenance requirements in inclement <br /> weather. <br /> Mr. Pederson asked if he was representing the School Board.
