MINUTES <br /> `., SPECIAL MEETING <br /> PEQUOT LAKES PLANNING COMMISSION <br /> NOVEMBER 5,2009 <br /> PRESENT: Tom Adams, Deb Brown, John Derksen, Bill Habein, Mark Hallan, Scott <br /> Pederson, Dean Williams and Tom Woog. ABSENT: None. <br /> CITY PLANNER: Charles Marohn, PE, AICP <br /> ZONING ADMINISTRATOR: Dawn Bittner <br /> COUNCIL LIAISON: Craig Nagel and Nancy Adams. <br /> The meeting was called to order by Chairman Woog at 6:31 p.m. <br /> Chairman Woog opened the public hearings. Chairman Woog explained the public <br /> hearing process and stated that all three applications are related and will be discussed <br /> together. <br /> MEMORANDUM TO PLANNING COMMISSION: <br /> Mr. Marohn stated there are a couple of things he needs to clarify. The first sentence of <br /> the memo states that the application originally received a unanimously cold reception <br /> from the Planning Commission. That is not correct. There was a diversity of opinions <br /> from the Planning Commission and to categorize them as cold was beyond what it <br /> actually was. <br /> Also,the fourth paragraph on the second page, states that the development is likely to <br /> displace two or three destination-type businesses in the downtown. That is not the policy <br /> of the City and is not the policy of any individual or objective of anyone. That is his <br /> opinion of what one of the scenarios is. He should have used likely, potential or possible. <br /> The competitor plans to move forward. This is not meant to relay any official statement <br /> of the City. <br /> Mr. Marohn proposes the following recommendations for approval: <br /> 1. Remove the parsonage from the equation. Our blunt standard for impervious <br /> coverage has no real benefit and does not change the stormwater calculations or <br /> runoff. <br /> 2. Do not build the road south to Pillsbury Street. The road limits the ability to <br /> construct a viable north/south connection.
