MINUTES <br /> �. PEQUOT LAKES PLANNING COMMISSION <br /> REGULAR MEETING <br /> OCTOBER 15,2009 <br /> PRESENT: Tom Adams, Deb Brown, Bill Habein, Mark Hallan, Scott Pederson and <br /> Tom Woog. ABSENT: Dean Williams and John Derksen. <br /> CITY PLANNER: Charles Marohn, PE,AICP <br /> ZONING ADMINISTRATOR: Dawn Bittner <br /> COUNCIL LIAISON: Craig Nagel <br /> The meeting was called to order by Chairman Woog at 5:36 p.m. <br /> COMPREHENSIVE PLAN DISCUSSION: <br /> a. Community Character Action Plan— <br /> Mr. Marohn explained that this section has been dramatically rewritten. He will read <br /> through each section and discussion will follow for changes. <br /> For the Background section, Mr. Habein stated that the City has been a split town for <br /> many years. In the 1940's it was split by the railroad but it was balanced. In 1952 <br /> Highway 371 was moved making the split more permanent. The neighborhoods <br /> functioned. There were choices and competition. It was just not a walking community; <br /> automobiles were also used. <br /> Mr. Pederson stated the merger with Sibley Township was a major event. The rural area <br /> became part of"town". The town became more diverse. <br /> For the Sense-Of-Place section, Mr. Woog asked if the ratios in number 2 could be <br /> defined. <br /> Ms. Brown asked who the audience for this document will be. Mr. Marohn explained the <br /> Comprehensive Plan is written for the general public. For City officials it is a <br /> compilation or study for decisions being made or goals or objectives. For the public, it <br /> states what the city is all about. For developers and investors in the community, it states <br /> our values and our vision. <br /> The Small Town Feel section, Mr. Marohn explained the downtown historic area would <br /> be the traditional grid pattern of development.
