6. The proposed sign is eight feet in height. <br /> 7. The property currently contains one sign on Brunes Street. The applicant is <br /> requesting an additional sign for the corner of Brunes and West Grove Street. <br /> They are allowed two free standing signs. <br /> 8. The applicant is requesting a CUP for a reader board that is specifically not <br /> allowed in Section 17-7.1(4)(C). The applicant has submitted a sign concept plan. <br /> 9. The request for the additional sign/reader board is to allow the Farmers Insurance <br /> Company a sign that advertises to customers in the bank drive-thru. <br /> 10. There have not been any alternatives to the sign request submitted. <br /> 11. The subject property is in a Commercial District. <br /> 12. The applicant has indicated the sign will be aesthetically pleasing and landscaping <br /> will be provided around the sign. <br /> 13. The requested reader board is specifically for Famers Insurance to advertise to the <br /> drive-thru bank customers. The effectiveness is for bank customers only. <br /> 14. A free standing sign is allowed within the Commercial District. A flashing or <br /> revolving sign is not allowed. <br /> 15. The Comprehensive Plan does not specifically address this request but allows for <br /> the use of commercial development within the City. <br /> 16. The use of the sign, with conditions, would be compatible with the existing <br /> neighborhood in that there are other similar signs, albeit without the reader board, <br /> within the same district. <br /> 17. The proposed use, with conditions, would not be injurious to the public health, <br /> safety, welfare, decency, order, comfort, convenience, appearance or prosperity of <br /> the City in that the reader board is only visible via drive-thru customers and not to <br /> drivers on the streets. <br /> 18. The proposed use will not impair values nor substantially diminish properties in <br /> the immediate vicinity. <br /> 19. The proposed use, with conditions, will not impede the normal and orderly <br /> development and improvement of surrounding vacant properties. <br /> 20. The proposed sign will not create a cost for additional public facilities or services. <br /> 21. The lot is already established with vehicular approaches to the property. The sign <br /> will be facing one of the approaches. <br /> 22. There is no need for additional parking with the request of a sign. <br /> 23. The requested sign will not create any odor, fumes, dust, noise or vibration. The <br /> applicants have indicated the lights on the sign will be turned off at the end of <br /> business hours. <br /> 24. There are no indications that the proposed use will cause any pollution to ground <br /> or surface waters <br /> Subject to the following conditions: <br /> 1. The sign shall sit at roughly a 45 degree angle to the streets and shall be <br /> positioned so the reader board would not be visible from the adjacent streets. <br /> 2. When bank is closed,the reader board shall be turned off. <br /> 3. If lit, the sign shall be back lit. Lights shall be downward directional and shall be <br /> turned off after hours. <br /> All members voted"aye".
