He <br /> also asked if the developer needs to get variances in other communities and do they build <br /> stand alone stores? <br /> Mr. Marohn stated the Staff Report has two Findings of Fact Number 2 and should be <br /> renumbered one through seven. Last month there were public hearings for screening and <br /> impervious coverage. The applicant also considered rezoning to Downtown Mixed Use. <br /> The applicant asked the Council not to act on the Downtown Mixed Use <br /> recommendation. They modified their plan to meet the requirements so those Variances <br /> were not needed. The Variance request for parking was properly noticed. The proposed <br /> impervious coverage would be 50%. <br /> Trudy, Pequot Blvd. —She asked if a grocery store that size needs that many parking <br /> spaces. <br /> Chairman Woog stated the developer is applying for a variance because the store does not <br /> think they need that many spaces. <br /> Justin Bolz-Andolshek—Asked the Chair to ask the developer his question for parking <br /> variances and stand alone stores. <br /> Mr. Tucci stated the 139 parking stalls are approximately 4.6 per thousand square feet. <br /> Typically the ranges in non-restaurant range from inner-city of 2, most are in the 4 to 5 <br /> range and as high as 5.5. Most communities don't want an asphalt sea; they want green. <br /> He also stated they have built true stand alone stores. They build all sizes and kinds. <br /> Justin Bolz-Andolshek—Mixed uses in developments require different parking standards. <br /> If they build what they are proposing, good luck parking in the front row; they will want <br /> every bit of parking. <br /> Mr. Tucci stated that he doesn't operate a grocery store;the operator has stated this <br /> number of parking spaces is adequate. Ten per thousand square feet in the Ordinance is <br /> extreme. Restaurants don't require this much parking. He stated that he is 98% or 99% <br /> sure this will be adequate. <br /> Justin Bolz-Andolshek doesn't believe Staff doesn't have problems with parking on the <br /> road and that the developer doesn't think the number may not be enough. <br /> Mr. Habein stated he is favor of the smaller number of spaces in order to retain as much <br /> green as possible. He stated the Ordinance as it stands now should be reviewed and <br /> adjusted in the near future. One per 100 square feet is an impractical number. No other <br /> places in town meet that. <br /> Mr. Derksen stated he may not be comfortable with 139,possibly 150 to 175.
