at a Conditional Use Permit in the Commercial zone and the Variances come into play <br /> �.,.. with the impervious coverage and screening requirements. <br /> The Rezone is the first issue and we have tried to frame it in terms of the Comprehensive <br /> Plan and the two different zones. Do we see the traditional grid style development <br /> extending down to this site or do we see this site keep the highway orientation. Applicant <br /> has done a lot to meet the Downtown Mixed Use requirements. By doing this,they are <br /> committing the property to the north also,with interconnected properties. There will be <br /> streets with on street parking and sidewalks. Access will be by car and by walking. <br /> There will be a repeating grid from the north. Those things will not be done as part of <br /> this project,but is a concept of rezoning, creating a pattern of development that would <br /> reflect development patterns of the north. The Babinski property could at some point be <br /> redeveloped in the same pattern. If this type of development is not the vision,then we <br /> need to look at the Commercial zone. <br /> Chairman Woog stated that while we are looking at rezoning these parcels, down the road <br /> we need to look at the Church piece in between. We need to be sure it all makes sense. <br /> Mr. Marohn explained that as part of the planning process the Future Land Use Map was <br /> created. Planning is fairly easy with the map. When someone makes a request that is <br /> inconsistent with the map, it forces us to do planning along with the zoning. This is not <br /> consistent with the future plan. <br /> Mr. Tucci stated it may be site specific vs. area specific. They have plans to connect with <br /> a force main to the sanitary sewer on Olson Street. <br /> Mr. Barrett stated they provided the best connectivity to the downtown from this location. <br /> Until there is future development or future planning,this is the best way to do that. They <br /> have used architecture resembling other establishments in the Downtown Mixed Use <br /> zone such as stone and heavy timbers to bring down the size of the building and to add <br /> character. <br /> Chairman Woog explained that we will be taking questions and comments on the Rezone <br /> request now and later for the Conditional Use Permit: <br /> Public comment: <br /> Jean Pollnow, 30662 Olson Street. Their home is behind Gloria Dei Church(old <br /> parsonage). She wondered if the applicant has considered the impact to their home. The <br /> retention pond will become a swamp. This will become a nightmare. There needs to be a <br /> privacy fence all the way along their property. Their dining room faces the project. <br /> Truck deliveries is a concern. A privacy fence is necessary. <br /> Mr. Barrett stated that Olson Street will not be for truck delivery. The traffic plan for the <br /> site is off the highway, around the building, and back out to the highway.
