i MINUTES PEQUOT LAKES PLANNING COMMISSION June 18,2009 PRESENT: Bill Habein, Dean Williams, Tom Adams, Tommy Woog, Scott Pederson, and John Derksen. ABSENT: Mark Hallan and Mary Peterson. CITY PLANNER: Charles Marohn, PE, AICP ZONING ADMINISTRATOR: Dawn Bittner COUNCIL LIAISON: Nancy Adams. The meeting was called to order by Chairman Woog. Chairman Woog opened the public hearing. APPLICANT: RV Resort Village Applicant requests a Conditional Use Permit for Grading in excess of 500 cubic yards. Mr. Marohn explained the Staff Report. Applicant, Dan Helbling, was present. Mr. Helbling stated that WSN had not expected there would be one to three feet of top soil. There is too much to be used on site or at the golf course. Mr. Helbling had not seen the Staff Report prior to the meeting. Public Comment opened. There was no public comment. Public Comment closed. Mr. Williams questioned the letter from MN/DOT regarding use of the access on TH 371. Mr. Marohn explained that MN/DOT received notification of the CUP request. The existing CUP prohibits use of the TH 371 access;they would be in violation if they use the TH 371 access. Mr. Williams was concerned with the amount of traffic created by the removal of the top soil. Mr. Helbling clarified that the amount to be removed would be in three phases over three years. It was the consensus of the Planning Commission that four inches of top soil remain in the end. Mr. Helbling explained that the first 54 pads have been laid, or one-third of the proj ect. Mr. Adams questioned the wastewater treatment system. Mr. Helbling stated a 10,000 gallon tank, approved by the MPCA, is installed. The subsurface disposal zones have not been installed. When asked by Mr. Marohn, Mr. Helbling stated that one unit is using the tank as a holding tank. The MPCA permit states until 26-unit occupancy he can pump out of the 10,000 gallon tank.
