i <br /> MINUTES <br /> PEQUOT LAKES PLANNING COMMISSION <br /> June 18,2009 <br /> PRESENT: Bill Habein, Dean Williams, Tom Adams, Tommy Woog, Scott Pederson, <br /> and John Derksen. ABSENT: Mark Hallan and Mary Peterson. <br /> CITY PLANNER: Charles Marohn, PE, AICP <br /> ZONING ADMINISTRATOR: Dawn Bittner <br /> COUNCIL LIAISON: Nancy Adams. <br /> The meeting was called to order by Chairman Woog. <br /> Chairman Woog opened the public hearing. <br /> APPLICANT: RV Resort Village <br /> Applicant requests a Conditional Use Permit for Grading in excess of 500 cubic <br /> yards. <br /> Mr. Marohn explained the Staff Report. Applicant, Dan Helbling, was present. Mr. <br /> Helbling stated that WSN had not expected there would be one to three feet of top soil. <br /> There is too much to be used on site or at the golf course. Mr. Helbling had not seen the <br /> Staff Report prior to the meeting. <br /> Public Comment opened. There was no public comment. Public Comment closed. <br /> Mr. Williams questioned the letter from MN/DOT regarding use of the access on TH 371. <br /> Mr. Marohn explained that MN/DOT received notification of the CUP request. The <br /> existing CUP prohibits use of the TH 371 access;they would be in violation if they use <br /> the TH 371 access. Mr. Williams was concerned with the amount of traffic created by <br /> the removal of the top soil. Mr. Helbling clarified that the amount to be removed would <br /> be in three phases over three years. <br /> It was the consensus of the Planning Commission that four inches of top soil remain in <br /> the end. Mr. Helbling explained that the first 54 pads have been laid, or one-third of the <br /> proj ect. <br /> Mr. Adams questioned the wastewater treatment system. Mr. Helbling stated a 10,000 <br /> gallon tank, approved by the MPCA, is installed. The subsurface disposal zones have not <br /> been installed. When asked by Mr. Marohn, Mr. Helbling stated that one unit is using the <br /> tank as a holding tank. The MPCA permit states until 26-unit occupancy he can pump <br /> out of the 10,000 gallon tank. <br /> Minutes 1 <br /> Pequot Lakes Planning Commission <br /> June 18, 2009 <br />
