MINUTES
PLANNING AND ZONING COMMISSION
REGULAR MEETING
SEPTEMBER 16,2010
PRESENT: Tom Adams, Deb Brown, John Derksen, Bill Habein, Mark Hallan, Scott
Pederson, Cheri Seils and Tom Woog. ABSENT: None
CITY PLANNER: Charles L. Marohn, Jr., PE, AICP
ZONING ADMINISTRATOR: Dawn Bittner
COUNCIL LIAISONS: Craig Nagel and Cathy Malecha
COMPREHENSIVE PLAN DISCUSSION:
a. Housing—No new information submitted.
b. Infrastructure
Mr. Marohn explained the material submitted to the Planning Commission at last month's
meeting. Using North Sluetter Road was as an example with no direct recommendation
from the Planning Commission requested. The analysis used was for Wildlife Trail. This
information could be included as an appendix.
If this is a systematic problem, how do we address this? Revenues could be increased
and costs could be reduced. There could be different road standards for different parts of
the City.
Where do we want to go with this? Roads could be rebuilt narrower,the City could stop
maintaining a road, or the City could turn it back to gravel.
The City could consider the following:
1. Set different road zones for different parts of the city;
2. Rebuild rural zone roads in a smaller way;
3. Don't accept new roads from developments; the City should have a policy;
4. Consider turning back roads that have only minimal residents (2 households at the
end of a half-mile road used as example). The City could refund the portion of
their taxes that would be used for snow plowing or maintenance.
In the urban area,we have to abandon large amounts of infrastructure or we have to find
a way to increase the level of development and intensity. The city needs to do
improvements to induce redevelopment.
Small, 4-unit apartments could infill or redevelop some blighted areas.
Minutes 1
Pequot Lakes Planning Commission
September 16, 2010
