Mn/DOT offers the following comments to this proposal: <br /> - If just skidsteers were to be displayed on this site with business <br /> advertising on them and no on-premise sales building, then an Outdoor <br /> `• Advertising Permit would need to be applied for from Mn/DOT. If the site <br /> and display met our rules for such a display a permit could be issued. The <br /> city would need to determine if such a use met their Planning &Zoning <br /> Ordinances. Mn/DOT is aware of other area land owned by Mr. Smith that <br /> has skidsteers parked on them with "For Sale" signs. We will be enforcing <br /> all these sites the same way— if no building there and not an active sales <br /> lot, then the skidsteer displays must meet our billboard rules and be <br /> properly permitted, or they must be modified to not be off-premise signs, <br /> or they must be removed. <br /> - If a sales building is to be built and maintained on this site, then the <br /> display and sale of skidsteers here would be an on-premise business and <br /> signing, and not in Mn/DOTs'jurisdiction to regulate (on-premise signing <br /> and rules are a local zoning issue). No Mn/DOT permits would be <br /> required. <br /> - No direct entrance would be allowed to TH 371 from these parcels. <br /> - No work of any kind would be allowed on the highway Right of Way (R/W) <br /> without a Mn/DOT permit. No work such as tree trimming or removal, <br /> brushing, clearing, leveling or reshaping of the ditch or backslope, etc., <br /> would be allowed without a review and approved permit. If we agreed to <br /> \.. some minor R/W work, we would only allow work compatible with the <br /> City's Highway 371 Corridor Overlay District rules. Also, Mn/DOT could <br /> collect restitution for any significant tree removal or R/W changes if we <br /> determined it was warranted. <br />
