MINUTES <br /> PEQUOT LAKES PLANNING COMMISSION <br /> REGULAR MEETING <br /> FEBRUARY 19,2009 <br /> PRESENT: Bill Habein, Tom Adams, Mark Hallan, Scott Pederson, Dean Williams, <br /> Tom Woog, and John Derksen. ABSENT: Mary Peterson. <br /> CITY PLANNER: Charles Marohn, PE, AICP <br /> ZONING ADMINISTRATOR: Dawn Bittner <br /> COUNCIL LIAISON: Craig Nagel <br /> The meeting was called to order by Chairman Woog at 6:37 p.m. <br /> Chairman Woog opened the public hearing: <br /> APPLICANT: City of Pequot Lakes <br /> Applicant requests an Ordinance Amendment, Shoreland Conservation Design. <br /> Mr. Marohn explained the Staff Report. <br /> Public Comment: None.'' <br /> Mr. Hallan questioned the Common Open Space on page 4. Mr. Marohn explained that <br /> 33% of the common open"space shall be in a contiguous area and all of the shore impact <br /> zone must be included as common open space, with 50-foot buffers on each side. <br /> Mr. Adams commented on the Shore Recreation Facilities. It states that they must be <br /> centralized, but it doesn't specify one location or more, leaving it vague. Mr. Marohn <br /> stated it reserves flexibility in that decision. <br /> Mr. Williams commented on the 20% allowed for Shore Recreation Facilities in the SIZ. <br /> This area could be split into different areas, a design issue. Mr. Marohn stated the <br /> changes come from the alternate standards from the DNR. The access corridor was out <br /> of the alternate standards. The 20%has no scientific basis, it was an internal decision. <br /> Mr. Habein stated that he thinks it is a good idea to split it up and use the areas with the <br /> least amount of vegetation. <br /> MINUTES 1 <br /> Pequot Lakes Planning Commission <br /> February 19, 2009 <br />
