The country is in a recession that is being reflected <br /> here locally. The bottom has fallen out of the commercial real estate market, with high- <br /> quality, "prime" commercial buildings sitting vacant all along Highway 371 from Baxter <br /> to Pine River. Unemployment is at near-term historic highs as employers cut back <br /> expansion plans. <br /> What has not changed is that we are still waiting on the final alignment from Mn/DOT, <br /> which we were going to obtain before running through the calculations. To review, we <br /> had chosen 14 scenarios to examine the cost/benefit ratio of the specific zoning. <br /> 1. The current zoning remains in place—no change. <br /> 2. The west side of the alternate alignment is zoned Commercial. <br /> 3. Both sides of the alternate alignment are zoned Commercial. <br /> 4. Scenario 3 with sewer/water utilities. <br /> 5. The west side of the alternate alignment is zoned Commercial from a node at <br /> CSAH 11 south to the existing commercial zoning <br /> 6. Both sides of the alternate alignment is zoned Commercial from a node at CSAH <br /> 11 south to the existing commercial zoning. <br /> 7. Scenario 6 with sewer/water utilities. <br /> 8. Both sides of the alternate alignment is zoned Commercial from a node at CSAH <br /> 11 north to a node at the intersection with the old highway. <br /> 9. Scenario 8 with sewer/water utilities. <br /> 1o. Nodes of commercial development are created at the three intersections with the <br /> alternate alignment. <br /> 11. Scenario 10 with sewer/water utilities. <br /> 12. Scenario 10 with each node analyzed separately. <br /> 13. A node of commercial development is created at CSAH 11 and the alternate <br /> alignment. <br /> 14. Scenario 13 with sewer/water utilities. <br /> Before we start analyzing these scenarios,it should be pointed out that a number of them <br /> require a shift in policy. Currently,we only zone property commercial where it is served, <br /> or planned to be served in the near-term, with sewer and water utilities. We have a <br /> number of properties that are currently commercial that do not meet this criteria, but <br /> that zoning existed before the policy. Looking at the Future Land Use map, it is clear <br /> that no properties can be made commercial that are not within near proximity to <br /> utilities. The text in that section of the Comprehensive Plan indicates that commercial <br /> areas"will be serviced with municipal utilities". <br /> So the fourteen scenarios should be rearranged into ones requiring a new policy <br /> (commercial zoning without infrastructure)and ones that adhere to our current policies. <br /> Scenarios that Meet Current Policies on Commercial Zoning <br /> 1.
