MINUTES <br /> PEQUOT LAKES PLANNING COMMISSION <br /> REGULAR MEETING <br /> NOVEMBER 21, 2013 <br /> PRESENT: Deb Brown, Todd Engels, Bill Habein, Mark Hallan, James Oraskovich, <br /> Cheri Seils and Wesley Wilson. ABSENT: None. <br /> CITY PLANNER: Justin Burslie, Community Growth Institute <br /> ZONING ADMINISTRATOR: Dawn Bittner <br /> COUNCIL LIAISONS: Jerry Akerson and Dave Sjoblad <br /> The meeting was called to order by Chair Seils at 6:0o p.m. <br /> GATEWAY DISCUSSION: <br /> Mr. Burslie stated the Planning Commission's report of their Gateway Discussion was <br /> presented to the Highway 371 Committee and the Committee offered comments which <br /> are included in the Staff Report in italics. <br /> Pillsbury Street north to West Lake Street — <br /> The 371 Committee suggested changing the design in this section, making it a transition <br /> area to slow traffic. When asked, Mr. Burslie explained that speed is set at 85% of speed <br /> being driven;the design of the street slows traffic. Staff is comfortable moving the <br /> transition area down, but would recommend making it a transition street: take out the <br /> center lane and remove shoulders. Merely putting up a sign does not make it a <br /> transition area. <br /> Council Member Sjoblad stated that MN/DOT estimates there will be as much traffic on <br /> this corridor in 203o as there is now. He further stated that CSAH 11 will be designed to <br /> draw traffic into town. This corridor will have a lot of big delivery trucks. The wider <br /> driving lanes allow the larger trucks to make their turns. Mr. Burslie stated the center <br /> turn lane could be left for the grocery store,but would be unnecessary all the way into <br /> town. <br /> West Lake Street north to Woodman Street— <br /> The 371 Committee considered curb and gutter and sidewalks to this area. The Planning <br /> Commission questioned who would use sidewalks on this block and who would <br /> maintain it. Also, this isn't a pedestrian corridor.
