1 ❑ Partner with the school district to coordinate activities and explore indoor recreational opportunities. 2 MID-TERM ACTIONS (1-5 YEARS): 3 ✓❑ Work with local Lake Associations to regulate water surface use on City lakes by establishing no-wake 4 zones,traffic management strategies,and time-of-day use restrictions. 5 ❑ Work with the State and County to allocate land for additional City parks,natural areas,and greenways. 6 ❑ Carefully mark and protect existing trail right-of-way so the trail system can be permanently protected 7 and easily managed as the City grows and develops. 8 ❑ Require trail right-of-way in new developments where trail connections are needed. 9 ❑ Consider making Grant-In-Aid trails available for summer as well as winter use. 10 ❑ Create reasonable public access to the lake resources through voluntary agreements with private 11 commercial land owners. 12 ❑ Encourage non-boat use of lake resources by providing scenic overlooks,shoreland walkways, and fishing 13 piers. 14 ❑ Work with resort owners to keep them open, and explore ways to promote public access in these private 15 facilities. 16 ❑ Work with the Crow Wing County Parks and Recreation Department to create additional recreational 17 opportunities,such as a mountain biking course, public pool, equestrian trails, community center and an 18 exposition park and community forest. 19 LONG-TERM ACTIONS (S YEARS AND BEYOND): 20 ❑ Create a plan for adequate parking, cross-walks, and trail service areas where major roads cross the Paul 21 Bunyan Trail. 22 ❑ Develop a loop trail connection to the Paul Bunyan Trail. At minimum, specially designed highway 23 shoulders can provide short connections; however, the City should seek to provide trails or sidewalks 24 separate from the road wherever feasible. 25 ❑ Manage existing public lakeshore carefully to maximize public benefit without negatively impacting the 26 natural lake ecosystem.En courage complementery uses and balance. 27 ❑ Limit the impact of new lakeshore developments through scenic and natural preservation standards. 28 ❑ Create a master plan that designates potential priority sites for future parks, a public swimming beach, 29 playgrounds, and trail sites and corridors. The locations of these sites should be done according to site 30 analysis and established criteria.Acquire these sites through purchase,gift,or trade; and develop them as 31 needed. 32 ❑ Always look initially at the existing public land base and explore joint management and expansion of 33 existing facilities before private land is acquired for the future development of local recreation facilities 34 such as trails,parks,camping and picnicking. 35 PREVIOUSLY COMPLETED ACTIONS 36 ❑ Charge the City's Parks and Recreation Committee with directing the implementation of these strategies. 37 ❑ Reevaluate the requirement of park dedication fees in new subdivisions and planned unit developments. 38 ❑ Inventory and catalogue all public land parcels in the City and seek to expand recreational uses on these 39 parcels. 201 Page
