" I The City Code further states in Section 17-7.1 (2)that "All signs are considered structures and require a Zoning Permit..." The City Code further states in Section 17-7.1 (3-B)that "Each parcel shall be allowed, for up to 14 days during any 90 day period temporary signs, including banners, streamers and portable signs for special events, such as grand openings and promotions... " The City Code further states in Section 17-7.1 (4-G)that "No signs, except for official traffic signs, shall be placed on or overhang public property, except where specific permission is granted by the Planning Commission." The City Code further states in Section 17-7.1 (6-A)that "Off-site signs are prohibited... "
