• Reinforce existing commercial development patterns, to the benefit of existing <br /> businesses. <br /> • Grow tax base along the existing infrastructure, where the City already has <br /> financial obligations for maintenance, as opposed to encouraging new <br /> development that creates additional maintenance obligations. <br /> There does not seem to be a compelling reason to vary from this philosophy. There are <br /> literally tens of thousands of feet of highway frontage along this corridor where this <br /> strategy can be employed. In this scenario, there would not be anything for Pequot <br /> Lakes that would distinguish it from development in an adjacent jurisdiction. <br /> Without a competitive advantage, we can assume that the development along the <br /> Alternate Alignment in Pequot Lakes would mimic that which is seen in other <br /> communities. Some of it has positive attributes and some is a long-term detriment to <br /> the communities that have it. Either way, it would detract from the existing businesses in <br /> the community by allowing low-budget competitors to locate on the periphery of the <br /> City, not only competing but also not adding to the overall business environment or <br /> making use of the infrastructure investments that have already been made in the <br /> community. <br />
