Some ideas for prioritizing improvements include: <br /> • Focusing on return-on-investment; which infrastructure investments provide taxpayers with the greatest <br /> return for each dollar spent constructing and maintaining infrastructure? <br /> • Establishment of separate zones for urban services and rural services, with correspondingly different <br /> levels of expectation for the types of investments that would be made in each area. <br /> • Infrastructure projects that would enhance or"plus" areas where the City is committed to maintaining full <br /> municipal infrastructure (sewer, water, storm sewer, streets) so that a greater intensity of development <br /> could be induced in those areas. <br /> Finally, investments in infrastructure for many people have been synonymous with job creation. While there is no <br /> disputing the notion that providing low cost infrastructure to potential business owners can be enticing, the <br /> extraordinarily high tax burden necessary to maintain that approach over the long run will not be. For long-term <br /> prosperity, the City of Pequot lakes needs to look at ways to grow and sustain jobs other than continuing to <br /> provide subsidies for infrastructure. <br /> Page 15 <br />
