15. There is sufficient off-street parking at the facility. <br /> 16. There will be no odor, fumes, dust, or vibration produced by the proposed use. <br /> There will be and influx of noise (dogs barking). The dogs will be housed inside <br /> from the hours of 10 P.M. until 6 A.M., so that noise will not be an issue during <br /> those hours. <br /> 17. There are not any known natural, scenic or historical features of major <br /> significance at the property. <br /> 18. The conditional use, with conditions, will promote the prevention and control of <br /> pollution of the ground and surface waters including sedimentation and control of <br /> nutrients. <br /> Subject to the following conditions: <br /> 1. Not more than 25 dogs shall be boarded on the property at any given time. <br /> 2. All dogs shall remain within the indoor kennels from the hours of 10 P.M. <br /> until 6 A.M.; drop off and pick up shall be limited to 7:30 AM to 5:30 PM. <br /> 3. A person responsible for the operation of the facility shall be on site whenever <br /> the dogs are allowed outside of the indoor kennel. <br /> 4. The grooming operation shall be allowed, but only as an accessory use to the <br /> boarding facility. If the boarding facility is discontinued,the grooming facility <br /> shall be likewise discontinued. <br /> 5. A licensed sewage treatment system designer/inspector shall review the <br /> existing system and provide written certification to the City that the sewage <br /> treatment system is adequate for the proposed use. <br /> \., 6. A solid fence shall be built along north side of property with 20 foot <br /> extensions on either end. <br /> 7. A maximum of 5 dogs shall be allowed outside at any one time with an <br /> attendant. <br /> 8. The solid waste shall be collected on a regular basis throughout the day and <br /> ,laced'in an appropriate container and picked up on a weekly basis. <br /> 9. The wooded area outside of the outdoor exercise area shall be maintained as <br /> long as boarding facility is in operation. <br /> 10. The size of the-sign shall be limited to 3 square feet consistent with the <br /> restrictions of the Rural Residential zone. <br /> The Planning Commission discussed whether sky lights should be used in place of the <br /> new windows. <br /> All members voted"aye".
