COMMUNITY
INSTITUTE
NEW Busnwss
Agenda Item:8(a)
Background Information: In May, 2010 while discussing a Potential
Violation/Enforcement Action regarding a noise complaint, the Planning Commission
directed Staff to bring back for discussion purposes the definition of Animal Husbandry.
The City Code defines Animal Husbandry as "The care or breeding of domestic animals
such as cattle, hogs, sheep, horses, poultry, dogs (more than two) or cats (more than
three)for the occupants of a property."
Some Planning Commission members questioned whether two dogs were enough.
A committee comprised of City employees and the Mayor met to discuss changes to
Chapter 9 of the City Code which addresses Licensing and Regulating the Keeping of
Dogs. That committee also felt that two dogs per household may not be enough. They
also briefly discussed what should happen when households have more than two dogs.
One suggestion was to "grandfather" them and get them licensed and to not replace
them. That information was included in the Mayor's column in the Echo.
The City Clerk is proposing amendments to Chapter 9 which would include the number
of dogs allowed per owner or household. Before she proceeds with those amendments,
the Planning Commission should discuss whether or not they feel there should be
changes to the definition of Animal Husbandry.
Planning Commission Direction: Should the Planning Commission wish to proceed
with amending the definition of Animal Husbandry the Planning Commission should
direct Staff to prepare draft ordinance language and to hold a public hearing at an
upcoming Planning Commission meeting.
4
Pequot Lakes Staff Report 8(a)-1
August 19,2010
