CommuNrrYGROwTH ' <br /> STAFF REPORT <br /> �r <br /> Application: Amendment to Conditional Use Application <br /> Applicant: Wilderness Resort Villas, LLC <br /> Agenda Item: 5(a) <br /> Background Information: A recent ordinance amendment requested by Wilderness <br /> Resort Villas, and approved by the City, allows the resort to increase the number of <br /> dwelling units within coverage allowances established by the code. <br /> Representative from Wilderness Resort Villas have indicated that market conditions <br /> have forced a change in the overall approach. While the number of structures to be built <br /> has not changed,the structures themselves are being split into multiple dwelling units. <br /> None of the other amenities are proposed to change with this application. <br /> At the July meeting, the Planning Commission had extensive discussion with the <br /> applicant about location of the common amenity buildings and the handling of vegetation <br /> within the shore impact zones. <br /> A Design Review Team meeting was held to discuss these topics in more detail. The <br /> DRT recommended that a site visit be held prior to the August meeting so that there can <br /> be a greater understanding of the extent of vegetation in the SIZ and how much clearing <br /> may or may not be allowed based on the proposed layout. <br /> Applicable Regulations: The following updated regulations specifically apply to this <br /> application for an amendment: <br /> 17-6.6 Large Resort Overlay Zone <br /> i. General.The provisions of this section will apply to existing commercial resorts <br /> that are located in a Shoreline Commercial zone,were in existence prior to <br /> January i, 2olo,are part of an established Planned Unit Development and <br /> contain at least 20 dwelling units. <br /> 2. The provisions for calculating allowable density in a Planned Unit Development, <br /> found in Section 17-8.2,subpart 6(A),shall not be applicable. Instead, density <br /> shall be calculated as follows: <br /> a. Density is determined through the following steps: <br /> i. Select the appropriate ratio to determine the land surface area that <br /> can be covered by structures from the following table: <br /> Public waters classes <br /> `.
