This is especially true where there is an availability of raw land outside of the downtown core. <br /> Public safety dictates that these facilities,especially where they serve the vulnerable,must be located <br /> 1 <br /> so as to be served by municipal water service. <br /> The City's wellhead must be protected from potential sources of contamination. Nearly the <br /> entire City's water supply is highly susceptible to contamination due to the soil types,mainly coarse <br /> sands and gravels,above the aquifer. These soil types provide little protection against contamination <br /> from the surface. The City has completed a wellhead protection plan. This plan needs to be fully <br /> implemented,including overlay zoning districts where needed,to minimize the potential for contamina- <br /> tion of the City's drinking water supply. <br /> Stormwater management is critical for the protecting the city's well-head and for the devel- <br /> opment strategy being implemented in downtown Pequot Lakes. High density development <br /> with zero lot-line setbacks is desirable from an economic development standpoint,but in the down- <br /> town it has created a stormwater management problem. This chronic problem is going to continue to <br /> grow as development and redevelopment takes place and more pervious surface is covered. Al- <br /> though some on-site management may alleviate problems,a comprehensive solution is needed so <br /> stormwater does not limit the downtown's growth potential. <br /> Phasing of utility improvements to coordinate with the Roads and Streets Department is <br /> critical to the long-term economic feasibility of the system. Utility improvements or repairs <br /> almost always require excavation beneath city streets. When streets are being repaired,pipes that are <br /> old or undersized need to be replaced during the street improvement project. Over time,this will <br /> make the most efficient use of taxpayer dollars as roads will not need to be prematurely dug up to <br /> make repairs or replacements. <br /> W <br /> ii <br /> Comprehensive Plan <br />
