I <br /> i <br /> _ 1 Vision 1: With Highway 371 scheduled to be realigned east of the downtown, the City is evaluating how the <br /> 2 property along the alignment should be zoned. It is currently zoned primarily Agriculture and Forestry. The <br /> 3 estimated cost to provide sewer and water to the east side of the new highway is$1.8 million. <br /> 4 a. The city should maintain the existing zoning and not extend sewer and water: (33) <br /> 5 b. The properties should be rezoned to Commercial only if a cost/benefit analysis demonstrates that the <br /> 6 extension of sewer and water is justified: (8) <br /> 7 c. The properties should be rezoned Commercial and sewer and water should be extended: (2) <br /> 8 d. The properties should be rezoned Commercial without sewer and water: (6) <br /> 9 Vision 2: The City is obligated to maintain the streets and utilities in Downtown Pequot Lakes. The City has <br /> 10 prepared a plan which proposes enhancements to the Downtown that would add parking and pedestrian <br /> 11 improvements during any routine maintenance work to enhance the Downtown as a destination. The estimated <br /> 12 cost of the enhancements would be between S1.9 and 52.8 million, depending on what improvements were made. <br /> 13 a. The City should do the necessary maintenance only: (4) <br /> 14 b The City should take the opportunity to do the additional enhancements when doing the necessary <br /> 15 maintenance: (26) <br /> 16 c. The City should take the opportunity to do the additional enhancements when doing the necessary <br /> 17 maintenance only if the enhancements can be justified in a cost/benefit <br /> 18 analysis: (20) <br /> 19 Vision 3• The City is investigating options for expanding the existing industrial park to the south. Options may <br /> 20 include expansion of sewer and water utilities or may simply include basic improvements for industrial <br /> 21 development without utilities As a general rule development with utilities will yield a higher tax base return, but <br /> 22 at a higher cost.There are currently no cost estimates for these improvements. <br /> 23 a. The City should not be looking to expand the industrial park: (4) <br /> 24 b. The City should look to expand the industrial park, but without the expense of utilities: (1) <br /> 25 c. The City should expand the industrial park,with utilities provided: (8) <br /> 26 d The City should expand the industrial park with utilities provided, but only where a cost/benefit analysis <br /> 27 justifies the improvement: (38) <br /> 28 PRINCIPLES <br /> 29 A healthy, ongoing public/private partnership between the City of Pequot Lakes and the businesses located inside <br /> 30 the city limits must be based on an understanding that each has a part in the process of creating export and <br /> 31 import-replacement businesses. What the city government of Pequot Lakes can do to is to create a framework for <br /> 32 growth that provides the widest variety of local entrepreneurs the greatest chance for success. <br /> 33 To do this,the City must focus on the following three principles: <br /> 34 1. Improve businesses competitiveness by reducing the tax burden. <br /> 35 2. Encourage business development by streamlining the regulatory process. <br /> 36 3. Improve business opportunity by growing the market of customers wanting good and services from the <br /> 37 businesses of Pequot Lakes. <br /> 38 Reduce the Tax Burden <br /> 171 Page <br />
